Abstract: An authoritative text for federal government leaders by a previous chancellor of Germany and Nobel Peace Prize laureate definitively reflects on recent events and personal observations and experiences concerning how current policies in worldwide military expenditures turn resources and priorities away from international development, leading to cultural decay and world hunger. Major problems currently confronting the world are described, together with proposed solutions. Specific arguments are advanced that implicate the Western world in a failure to meet these problems.
